Dear Sir:

Purs ua nt to Reference (c) and as discussed with your Staf f, provided herewith as Attachment A, please find the " Hazards Analysis of Seabrook Station Charcoal Filter Units" Report. The results of this report indicate that the hazards posed by the potential heating of the steel housing of any of Seabrook's charcoal filters due to charcoal l fire will not jeopardize the safe shutdown of Seabrook Station. In ,

addition to this report, the associated markups of Seabrook's Fire Protection Program Evaluation and Comparison to BTP APCSB 9.5-1, Appendix A and Fire Protection of Safe Shutdown Capability (10CFP30, Appendix R) i Reports are provided in Attachments B and C respectively. As a result l of this charcoal filter fire hazard analysis, Deviation No. 13 in Reference (b) should be revised as indicated in Attachment D.

As indicated in Attachments B and C, a carbon monoxide fire detec-tion system will be added to all eight charcoal filters for purposes of early detection. These filter modifications are scheduled to be com-pleted (i.e. , designed, installed, tested, and operational) by July 1987.

j A deviation was requested in PSNH Letter (SBN-970), dated i March 18,1986 (Deviation No. 13), from the requirement that Fire Suppression Systems should be installed to protect charcoal fil-ters in accordance with Regulatory Guide I.52. Modify Deviation No. 13 to delete this request for filters EAH-F-9,69, and FAH-F-41,74. These filters comply with Regulatory Guide 1.52.

Charcoal filters PAH-F-16, CAP-F-40, CAH-F-8, and CBA-F-38 do not

comply with Appendix A to BTP APCSB9.5-1 which references '

Regulatory Guide 1.52, thus a deviation is required for these four i filters.

It is our position that this deviation is justified based on our assertion that no fire would result from a loss of air flow across these charcoal filters. Further, a hazard analysis was conduct'ed, i see Attachment A to SBN-1208, on these filters. The results indi-I cated that if a filter started from external sources, the fire

{ would not jeopardize the safe shutdown of Seabrook Station. ,
