-Testing Program'(IST), Revision 1., These changes are being submitted in accordance with-Generic Letter'89-04-(Reference (c)) and the New Hampshire

-Yankee IST Program. These changes do not require prior NRC approval due to

, guidance listed in Generic Letter _89-04 and ASME Art.cle IWV-3412 The Enclosures amending the IST Program, Revision 1, are as follows:

. Enclosure ' As - This Enclosure changes the exercise test frequency of the high

(, head safety injection isolation valves (SI-V138 and SI-V139) in Lthe IST Program. The-justification for this change is provided in Enclosure B.

Enclosure'B This Enclosure adds Col'd Shutdown Justification, CSJ-1, for the high head safety injection isolation valves (SI-V138 and SI-V139), to the IST Program.

g Enclosure-C: 'This Enclosure adds Note 64, as referenced in Enclosure L, to the IST Valve Testing Requirements Notes for Revision 1 of the IST.

FUNCTION: Various TEST REQUIREMENTS: IWV-3417(a) (corrective action)' requires.that corrective .{

action be taken.if power operated valves display an  ;

increase in stroke time of 25% or grater for valves with full stroke times greater than 10 seconds or 50% or more for valves with full stroke times less than or equal to. q 10 seconds from the previous stroke time.  !

BASIS FOR RELIEF: IWV-3417(a) may allow for an unchecked gradual degradation (stair ctep) process resulting in possible failure of a valve.- An increase of full stroke times, less than the limits specified in IWV-3417, from the previous test wold allow possible valve degradation to ,

go unchecked without any corrective action until valve l failure.

  • The intent of inservice testing is'to take action'on a l degrading valve before the valve reaches the point where l there is a high probability of failure to perform its l safety function if called upon.

ALTERNATE TESTING: Limiting values of' full stroke time and corrective-

< action-limits.shall be determined from~a reasonable deviation-from an established referenced value.

Reference values shall be. determined form the results of pre-service or inservice testing. .These teste shall-

.be performed under conditions as near asEpracticable to those expected curing subsequent inservice testing.

Reference values shall be established when the valve is known to be operating acceptably.

When the technical specification or safety analysis limit for a valve is less than the values established from a deviation of reference stroke time, the technical specification or safety analysis limit shall be used.

7 BASIS FOR RELIEF: The corrective action requirements of IWV-3427(b) are i not practical. Industry testing experience has shown' '

leakage rate data trended over a period of time is of' l- little meaningful use, because valve leakage failures are sporadic'and cannot be predicted using trending l techniques based on the biannual testing' frequency >

specified in IWV-3422.- Strict adherence to this L requirement would prove to be an excessive operational I

burden, since corrective action leakage testing could W require a' plant shutdown, and the=resulting additional test data would be of little value in predicting an -

imminent valve failure.

Additionally, Generic Letter 89-04, Guidance on-Developing Acceptable Inservice Testing-Programs, Attachment 1, Position 10, specifies-that the usefulness ,

of IWV-3427(b) does not justify'the burden of complying

? with this-requirement.

ALTERNATE ~ TESTING: No alternate trending of containment. isolation valves will be performed. This relief request complies with i
