Station Power Ascension Test Program. The purpose of this effort is to self-

critique the performance and effectiveness of personnel, programs, and equipment and to identify areas requiring immediate or long term management attention.

This letter forwards the New Hampshire Yankee Phase 2 Fifty Percent Power i Plateau Self Assessment Report on power ascension testing and operational i performance. The enclosed report covers the interval between December 1989 and '

All of the near-term recommendations have been completed. The overall evaluation of the Self Assessment Team concludes that

-- NHY has conducted power ascension testing in a deliberate, cautious and conservative manner.

-- The conduct and the results of the testing have demonstrated the proper focus of plant personnel on plant safety, close correlation of physical plant performance to design conditions and an overall readiness to continue with testing above the fifty percent power plateau.

-- The operations and Power Ascension Test Groups are well integrated, demonstrate thorough and appropriate command and control and have successfully executed their responsibilities for conducting test activities.

-- NHY, as an organisation, has made steady and deliberate progress in the transition to an operating environment. Preparatory activities such as Operations training and procedure development have proven effective in the conduct of testing.

-- NHY maintains an effective and visible Quality Program that provides feedback to management on corporate and plant activities.

-- NHY recognizes the need to continually seek improvements and enhancements in the conduct of activities and programmatic requirements.

-- Management presence, participation, and oversight contributed to the effective conduct of power ascension teating.
