NRC Information Notice 89-45: Metalclad Low-Voltage Tower Circuit i Breakers Refurbished with Substandard Parte Gentlemen: i The subject Information Notice and its Supplements alerted utilities to.the discovery of defects in circuit breakers supplied by Satin American Corporation.

As part of its response to the Information Notice, New Hampshire }

Yankee conducted a thorough review that has determine? .. hat no equipment has i been purchased from Satin American Corporation for use inside Seabrook  ;

Station. The review encompassed UE&C purchasing documents generated during '

the construction phase, as well as purchases made by NHY for replacements or modifications. This conclusion was also supported by a review of NHY accounts payable that determined that no payments were made to Satin American for equipment used in the Station.

In September, 1989, as a result of Information Notice 89-45, restrictions were added to the Approved Vendor's List (AVL) concerning the status of Satin American. . These restrictions required a surveillance relating to the concerns of Information Notice 89-45 on a purchase by purchase basis. Satin American was removed from the AVL on December 1, 1989, after they declined to authoriae an audit of their facility.

One molded case circuit was purchased from Satin American in November, 1989 for use in the plant simulator. This is a non-1E application [

and administrative controls preclude its use in the Station.  :
