April 7,1998 United States Nuclear Regulatory Commission Serial No.98-108 Attention: Document Control Desk MPW Washington, D.C. 20555 Docket Nos. 50-338,339 License Nos. NPF-4, 7 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 SERVICE WATER GROUND WATER SPECIAL REPORT North Anna Technical Specifications Section 6.9.2 requires a Special Report to be submitted when groundwater levels specified for the service water reservoir have exceeded the current maximum water level. Special Reports, Serial Numbers96-561, 96-561 A,97-284 and 97-376 were previously submitted on December 10,19'a, February 4,1997, May 13,1997 and September 16,1997, respectively, to document piezometer P-22 exceeding the maximum water level. On February 16,1998, the groundwater level at piezometer P-22 was again noted to be above the maximum water level by 0.41 feet.

As noted-in the previous reports the increased water level does not jeopardize the stability of the service water reservoir dike. We are continuing with the action plan outlined previously. The piezometers along the southeast portion of the dike are being monitored on an increased frequency (monthly basis) to better determine any trend in the water levels. It is our intention to submit a special report only when the Technical Specification required surveillance (i.e. once per six months) identifies groundwater levels exceeding allowable limits. The design package for installation of additional standpipe piezometers at the toe of the slope along the southeast section has been developed.

No new commitments are made as the result of this special report. The Station Nuclear l, Safety and Operating Committee has reviewed this report. Should you have any ~

questions regarding this report, please contact us.

Very truly yours, b
