O vrr u o etiwen December 3, 1993 Mr. R. W. Crisp Serial No. F93-024 Regional Director Federal Energy Regulatory Commission 3125 Presidential Parkway, Suite 300 Atlanta, Georgia 30340

Dear Mr. Crisp:

PROJECT NO. 6335-VA RQBTH ANNA HYDROELECTRIC PROJECT EMERGENCY DIESEL GENERATOR AUTO START FAILURE Pursuant to the requirements of 18 CFR 12.10(a), Conditions Affecting the Safety of a Project, this report documents a problem recently encountered with the Emergency Diesel Generator (EDG) at the North Anna Main Dam.

On November 9,1993, the EDG failed to auto start during the performance of the Main Dam Auxiliary Power Diesel Periodic Test (1-PT-1). Initial examination of component circuitry'did not identify any proble Tis. A corrective maintenance work order was immediately initiated to trouble-sh00t and repair the EDG. Trouble-shooting activities identified low out of specificatic readings on the four 6-volt batteries. The batteries were replaced and the EDG was started. Periodic Test 1-PT-1 was completed satisfactorily and the EDG was returned to service on November 9,1993.

The 6-volt batteries are routinely checked on a monthly basis by performance of preventative maintena; ice activities. The last preventative maintenance check on the batteries was satisfactorily performed on November 1,1993. A review of the maintenance work order history data base indicated that the affected batteries had been in service for at least nine years.
