yJRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 TOTAL SETTLEMENT OF THE FUEL Oil PUMPjiQ_t1SE On March 19,1992, the total settlement of a comer of the Fuel Oil Pumphouse (survey point 246), as defined by survey, exceeded 75 percent of the allowable va!ue of 0.030 ft. as specified in Technical Specification 3.7.12.1 Table 3.7-5. A Deviation Report was issued on March 19,1992, based on this data. The total settlement of point 246 as recorded by the survey was 0.023 feet. or 76.7 percent of the allowab!e value. During the last performance of the survey in October 1991, the total settlement of the point, as defined by survey, was 0.020 feet or 66.77% of the allowable value.

This special report is submitted pursuant to the requirements of Technical Specification 5.7.12.1.

The basis for monitoring the total settlement of the Fuel Oil Pumphouse is the settlement induced stress placed on the Fuel Oil System piping which is attached to the Fuel Oil Pumphousa. The Fuel Oil Pumphouse is a rock-founded structure. As described in lechnical Report CE-0019, " Evaluation of Settlement Monitoring program for Main Plant Structures in Proposed Changes to Technical Specification 3/4.7.12,"

dated September,1989, rock-founded structures have not experienced settlement On October 2,1989, Virginia Electric and Power Company submitted a Technical Specification change request (Serial No. 89-R82) which proposed the deletion of the requirement to monitor survey point 246 along with other rock founded structures.

Technical Report CE-0019, which was Attachment 4 to this October 1989 submittal, provides the technical bases for deletion of the requirement to monitor this and other points.
