"" yL""7"' March 17, 1989 United States Nuclear Regulatory Commission Serial No.89-193 Attention: Document Control Desk NAPS /JHL Washington, D. C. 20555 Docket Nos. 50-338 50-339 License Nos. NPF-4 NPF-7 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 DIESEL DRIVEN FIRE PUMP OUT OF SERVICE GREATER THAN SEVEN DAYS At 1230 hours0.0142 days
0.342 hours
0.00203 weeks
4.68015e-4 months
on February 16, 1989, with Units 1 and 2 at 80 and 65 percent power (Mode 1), respectively, the Diesel Dr lven Fire Pump (1-FP-P-2) exceeded the seven day Action Statement requirement of Technical Specification 3.7.14.1. Technical Specification 3.7.14.1 requires that the Diesel Driven !

Fire Pump be restored to operable status within 7 days, or prepare and submit a Special Report to the Commission pursuant to Specification 6.9.2 within the next 30 days outlining the plans and procedures to be used to provide for the loss of redundancy in this system.

The Diesel Driven Fire Pump was removed from service at 0534 hours0.00618 days
0.148 hours
8.829365e-4 weeks
2.03187e-4 months
on February 9, 1989, for preplanned maintenance which included the replacement of the pump's impeller. However, upon completion of maintenance, the pump did not deselop sufficient discharge head during post maintenance testing. The inability to return the Diesel Driven Fire Pump to operable was apparently caused by a foreign object entering the pump. This foreign object caused damage to the pump's impeller, number 3 wear rings and lateral rings. Repairs i to the pump are currently being performed on a priority basis. In addition, a q root cause evaluation is being performed. ;

The purpose of the Diesel Driven Fire Pump is to provide a source of water to the fire suppression header in the event of a fire. This event posed no significant safety consequences because water could be supplied to the fire suppression header by the motor driven fire pump. In addition, the diesel and motor driven fire pumps that normally supply Warehouse 5 in the event of a fire can be realigned to the station fire suppression header. The health and safety of the general public were not affected during this event.
