. CHARGING PUMP CUBICLE FIRE BARRIERS SPECIAL REPORT A Special Report is being submitted in accordance with the North Anna Power Station Technical Requirements Manua! (TRM), Section 7.2.C.1. This report is required because the fire barrier blocks for Unit 1C Charging Pump Cubicle were not restored to a functional status within seven days. The blocks were removed to facilitate a charging pump casing replacement. The charging pump modifications have since been completed and the fire barrier blocks were restored to functional status.

Removable concrete blocks are installed at each charging pump cubicle. The blocks provide flood protection and Appendix R fire barrier separation between the equipment in the charging pump cubicles. On July 14,1996, an hourly fire watch was established and the fire barrier blocks were removed in preparation of planned charging pump modifications. Prior to expiration of the seven day action statement, on July 21,1996, the decision was made to leave the blocks out until pump modifications were complete. On July 24,1996, the blocks were re-installed following completion of the modification.

Restoring the fire barrier blocks within seven days was determined unnecessarily conservative and unwarranted for the specific situation. With the charging pump out of service and not capable of returning to service until the planned modifications were complete, restoring the blocks to meet the seven day action statement for fire protection was inconsistent with the status of pump operability. Furthermore, the fire watch was still being maintained and the remaining charging pumps provided the minimum equipment for Appendix R requirements. A change request to the TRM has been initiated to allow an evaluation of reportability when adequate levels of Appendix R equipment are available but completion of maintenance and/or modifications within required time is not possible.

This Special Report has been reviewed by the Station Nuclear Safety and Operating Committee and will be provided to the Management Safety Review Committee.
