VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT 1 SPECIAL REPORT - POSITIVE MODERATOR TEMPERATURE COEFFICIENT During Startup Physics Testing for Unit 1. Cycle 7, a positive moderator temperature coefficient of +1.24 pcm/ F was measured. Conservative calculations demonstrate that the moderator temperature coefficient will be negative at 70% reactor power. Therefore, control rod withdrawal limits are not necessary since these values are within the Technical Specification limits of section 3.1.1.4.a. This report is submitted in accordance with Technical Specification 6.9.2.h.
