VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATICN UNIT 2 CHANGE IN REPORTABILITY On November 12, 1992, a four hour report was made for having two inoperable Emergency Diesel Generators (EDGs), pursuant to the requirements of 10CFR50.72(b)(2)(iii)(D). The load limiterr for the 2H & 2J EDGs were discovered improperly set below the maximum fuel position. The EDGs were declared inoperable and the load limiters were reset to the maximum position within eighteen minutes.
Since diesel operability of both trains c'uld not be verified with the load limiters improperly set, a four hour report was made.
Subsequent evaluations have determined this event to be non-reportable. Testing was performed on 2H & 2J EDGs, on November 13 and 16,1992, respectively. The testing verified maximum fuel was available with the load limitars set in the as found position. The ability of the EDGs to perform their safety function was not affected.
Therefore,2H & 2J EDGs were operable pursuant to Technical Specification 3.8.1.1 and capable of mitigating the consequenens of an accident.
Since the EDGs were operable and capable of performing their safety function, the four hour report was not needed. Therefore, the four hour ieport made to the NRC cn November 12,1992,is being retracted.
Due to the change in reportability, a thirty day written report pursuant to 10CFR50.73(a)(2)(v)(D), is not required. This was discussed with the NRC Operation Center at 0956 hours0.0111 days <br />0.266 hours <br />0.00158 weeks <br />3.63758e-4 months <br /> on November 16,1992.
