Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT NO. 2 CHANGE IN DEPORTABILITY On lunc 8, 1989, a four hour report, pursuant to the requirements of 10CFR30.72(b)(2)(iii)(C), was made for having an inoperable Safeguards Area Ventilation System. Subsequent evaluations have determined this event to be non-reportable because a damper that failed to fully close during periodic testing was the second damper in a series of dampers. Flow testing has proven that the first damper in series was operable. Therefore, the Safeguards Area Ventilation System was operable pursuant to Technical Specification 3.7.8.1.

Due to the change in deportability, a thirty day written report is not requi red. This was discussed with the NRC Operation Center at 1440 hours0.0167 days <br />0.4 hours <br />0.00238 weeks <br />5.4792e-4 months <br /> on June 23, 1989.
