L t September 16, 1997 United States Nuclear Regulatory Commission Serial No.97-376 Attention: Document Control Desk MPW/ETS Washington, D.C. 20555 Docket Nos. 50-338,339 License Nos. NPF-4,7 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY NJRTH ANNA POWER STATION UNITS 1 AND 2 SF.RVICE WATER GROUND WATER SPECIAL REPORT North Anna Technical Specifications Section 6.9.2 requires a Special Report be submitted when groundwater levels specified for the service water reservoir have exceeded the current maximum water level. Special Reports, Serial Numbers96-561, l 96-561A, and 97-284 were previously submittod on December 10, 1996, February 4, 1997,and May 13,1997, respectively, to document piezometer P-22 exceeding the maximum water level. On June 23,1997, the groundwater level at piezometer P-22 l was again noted to be above the maximum water level by 0.31 feet.

As indicated in the previous reports, an engineering evaluation was performed to determine the cause of the high ground water and the influence on the stability of the service water reservoir dike. The increased water level does not indicate a significan.t tduction of the stability of the service water reservoir dike. We are continuing with the action plan outlined previously. The piezometers along the southeast portion of the dike are being monitored on an increased frequency (quarterly basis) for a year to better determine any trend in the water levels. Additional standpipe piezometers will be installed at the toe of the sicpe of the dike along the southeast section to provide further information relative to groundwater conditions in the area of the two existing piezometers (P-21 and P-22).

No new commitments are made as the result of this special report. This report has been reviewed by the Station Nuclear Safety and Operating Committee. Should you have any questions regarding this report, please contact us.

Very truly yours, Vic nster resident - Nuclear Operations
