Y1BGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 &_2 FIRE SUPPRESSION SYSTEM INOPERABLE SPECIAL REPORT Pursuant to Updated Final Safety Analysis Report (UFSAR) Technical Requirement 16.2.1.2.1.C.2, a Special Report is hereby submitted because the motor driven and diesel driven fire pumps were out of service concurrently. The motor driven fire pump was removed from service on November 30,1992, as a safety precaution to facilitate maintenance activities on the "A" Circulating Water (CW) pump,1-CW-P-1 A. At 0400 -

hours on December 2,1992, the diesel driven fire pump,1-FP-P-2, was declared inoperable due to faFaug its periodic test procedure.

While per'orming the diesel fire pump weekly exercise 1-FP-P 2 would not start on "A" battery in the " manual" position. The cause of the failure could not be immediately determined : .d the pump was declared inoperable. The diesel driven fire pump started in " auto" and in " manual" on the "B" battery. Further evaluation determined the cause to be a failure of the start circuit control relay. Maintenance to the start circuit was completed, and the periodic test was performed satisfactorily. The diesel driven fire Sump was rettrned to service at 1708 hours0.0198 days <br />0.474 hours <br />0.00282 weeks <br />6.49894e-4 months <br /> on December 2,1992.

The motor driven fire pump,1-FP-P-1, being out of servict ater than 7, days was previously reported to the NRC on November 18,1992, in Special Report, Serial No.92-703 Fire Pump Out of Service Greater Than 7 Days. The NRC was initially notified of the diesel pump failure pursuant to UFSAR Section 16.2.1.2.1.C.2.a and b, by telephone and telecopy at 1715 hours0.0198 days <br />0.476 hours <br />0.00284 weeks <br />6.525575e-4 months <br /> on December 2,1992.

The motor driven and diesel driven fire pumps for the Warehouse #5 and Training Building Water Systems were operable and capable of supplying the station main fire loop during this period.
