VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT 1 SPECIAL REPORT ON INOPERABLE SMOKE DETECTORS At 2125 hours0.0246 days <br />0.59 hours <br />0.00351 weeks <br />8.085625e-4 months <br /> on May 28, 1989, with Unit 1 in Mode 6 (Refueling), the Action Statement of Technical Specification 3.3.3.7 was exceeded when the minimum number of operable smoke detectors on the Containment Recirculation Air System were not restored to operable status within 1<4 days. The Action Statement requires that at least two smoke detectors be restored to operable status within 14 days or inspect the containment at least once every 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> and submit a Special Report to the Commission pursuant to Technical Specification 6.9.2.

The Containment Recirculation Air system is continuously monitored by three smoke detectors. At 2125 hours0.0246 days <br />0.59 hours <br />0.00351 weeks <br />8.085625e-4 months <br /> on May 14,1989, during the performance of 1-PT-106.6,

" Fire Protection - Robert Shaw Fire Detectors - Inside Unit 1 Containment," the three Containment Recirculation Air System smoke detectors were discovered to be inoperable. Subsequently, the Action Statement of Technical Specification 3.3.3.7 {

was entered and s station deviation report and work request were submitted.

The inoperable smoke detectors were replaced, satisfactorily tested, and returned to operable status at 1653 hours0.0191 days <br />0.459 hours <br />0.00273 weeks <br />6.289665e-4 months <br /> on June 2,1989. Because the performance of these detectors has been less than optimum, an engineering evaluation will be performed to assess the cause of failure and recommend corrective actions to prevent recurrence.
