ENCLOSURE 1 ,

NOTICE OF VIOLATION Georgia Power Company Docket Nos. 50-321, 50-366 Hatch License Nos. DRP-51, NPF-5 During the Nuclear Regulatory Commission (NRC) inspection conducted on June 22-26, 1987, a violation of NRC requirements was identified. The violation involved as-built drawing discrepancies in weld symbol and baseplate thickness for pipe supports. In accordance with the " General Statement of '

Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendi) .

(1986), the violation is listed below:

10 CFR 50, Appendix B, Criterion X, requires that examination, measurements, or test of material or products processed shall be performed for each work operation, where necessary, to assure quality.

E. I . Hatch Nuclear Plant Inspection Plan, Plan No. A-MD-01, Rev. 3 requires that (a) all supports and/or hangers covered by this inspection plan shall be inspected and documented 100%, and (b) individual support components should be checked, during fabrication, to insure conformance to drawing requirements (generally, length dimensions may vary 1/4 of an inch, and thickness by 1/16 of an inch).

Contrary to the above, two supports of 10 QC accepted pipe supports were found with deviations from the documented requirements.

1. Support P41-1SH-75, Rev. A., Unit I was found to have two extra welds between the bottom of the spring can and the sides of the wide flange beam. Four side welds were found and two side welds were shown on detail drawing.
2. Support P41-SDG-H703, Rev. A, Unit 1 was found to have a base plate thickness of 3/4-inch instead of the 1" thickness required in the detail drawing.

This is a Severity Level IV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including (for each violation): (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the 8708100511 870803 PDR ADOCK 05000321 G PDR
