g NOTICE OF VIOLATION _

Union Electric Company Docket No. 50-483 As a result of the inspection conducted on May 4 through July 22, 1987, and in accordance with'10 CFR Part 2 Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violation was identified:

10 CFR 50.49, paragraph (f) requires equipment important to safety to be qualified by testing and analysis.

Contrary to the above, the following activity specified in the licensee's qualification files as necessary to establish the environmental qualification (EQ) of the equipment was not performed:

Reactor Vessel head vent valves BB-P!-8001 A, B and BB-HV-8002 A, B did not have qualified seals on the conduit connections. EQ documentation for these Target Rock Solenoid valves specified the use of Conax Seals to prevent moisture intrusion. Subsequent to the finding, the licensee perfonned corrective action and installed the appropriate qualified seals. The licensee also provided an operability analysis that indicated the valves in question could have performed their safety function in their installed configuration due to an existing connector, elastomer grommet, RTV sealant, bottom conduit entry, and a relatively mild accident environment. The EQ files, however, did not contain data to qualify the installed configuration.

This is a Severity Level IV violation (Supplement 10)(50-483/87015-05(DRS)).

The inspection showed that action had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to the violation is required and we have no further questions regarding this matter.
