Response to NRC Bulletin 89-01: Failure of Westinghouse Steam Generator Tube Mechanical Plugs

Dear Sir:

Bulletin No. 89-01, Reference (b), requested Yankee to verify that information contained in Reference (c) specifically related to the Yankee Nuclear Power Station (YNPS) was correct. It has been determined, based upon a review of Yankee records and Westinghouse records, Reference (d), that the Westinghouse mechanical plugs from Heat Numbers 3279, 3513, 3962, and 4523 have not been installed in the YNPS steam generators.

The mechanical plugs, which have been installed in the YNPS steam generators, are from Westinghouse Heat Numbers 1989 and 2387. The material of these mechanical plugs has been characterized as having a continuous carbide distribution at the grain boundary providing the greatest resistance to stress corrosion cracking. Should any of these plugs be removed from the YNPS steam generators, a sampling will be examined for primary water stress corrosion cracking and records maintained of these examinations (Reference (b),

Action 2e). Yankee will give careful consideration to future Westinghouse recommendations applicable to Heat Numbers 1989 and 2387.
