ENCLOSURE 1 NOTICE OF VIOLATION Union Electric Company Docket No.: 50-483 Callaway Plant License No.: NPF-30 During an NRC inspection conducted on April 12 through May 23,1998, one violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below:

Technical Specification 6.8.1.a requires, in part, that written procedures shall be established, implemented, and maintained covering the applicable procedures recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978.

Regulatory Guide 1.33, Revision 2, Appendix A, Section 1.c, includes procedures for equipment control.

Administrative Procedure APA-ZZ-0310," Workman's Protection Assurance and Caution Tagging," Revision 11, Step 3.4.1 requires, in part, that Workman's Protection Assurance tagging be prepared so that maintenance can be performed safely.

i Contrary to the above, on April 19,1998, Workman's Protection Assurance 26226 was inadequate to ensure safety during work on Valve EJHV8804A. This resulted in an inadvertent transfer of 600 gallons of refueling cavity water to the chemical and volume control system.

This is a Severity Level IV Violation (Supplement 1) (50-483/98008-02). l The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence and the date when full compliance was achieved is already adequately addressed on the docket in this inspection report. However, you are required to submit a written statement or explanation pursuant to  ;

10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or  ;

your position. In that case, or if you choose to respond, clearly mark your response as a " Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional j Administrator, Region IV,611 Ryan Plaza Drive, Suite 400, Arlington, Texas 76011, and a copy ,

to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). j l
