InspectionReportNo.70-371I87-08 A routine safety inspection of your radiation protection program was conducted-by Mr. R. Loesch of.this office on November 2-6, 1987. Our findings were discussed with you at the conclusion of the inspection on November 6,1987.

Areas of the radiation protection program examined during this inspection are described in the enclosed NRC Region I Inspection Report. Within these areas, the inspection consisted of selective' examinations of procedures and represen-tative records, interviews with personnel,'and observations by the inspector.

Arrangements have been made for your participation in a split sample compari-I son with Idaho National Labs to resolve apparent vendor discrepancies in your urinalysis' program. The analytical.results for these samples and your action' l to resolve apparent analytical discrepancies will be examined during a future j inspection.

l Within the scope of this inspection, it appears that one of your activities was.not conducted in full compliance with regulatory requirements. The i apparent violation is discussed in enclosure Appendix A. The programmatic weakness concerning your failure to have approved Health Physics procedures  ;

was identified during previous NRC inspections. We are concerned about the- '
