Millstone Nuclear Power Station, Unit No. 3 Amendment to Facility Operating License NPF-49 Supplemental Informat. ion Resistance Temperature Detectors (RTD)

Bypass Elimination Licensing leport On September 9, 1987, Northeast Nuclear Energy Company (NNECO) submitted a proposed amendment to Facility Operating License NPF-49 for Millstone Unit No. 3 (Reference (1)). That amendment would revise certain tech-nical specifications required for Cycle 2 operation of Millstone Unit No. 3. A technical report in r;upport of the proposed amendment was l submitted to the NRC (Reference (2)) on September 9, 1987. In Reference (3), NNECO transmitted responses to the NRC questions con-corning the RTD bypass elimination report for Millstone Unit No. 3 raised during a telephone conference between the NRC Staff and NNECO representatives on November 19, 1987. The attached additional informa-tion concerning the RTD bypass elimination report for Millstone Unit No. 3 is being acnt in response to rn NRC request made during a telephone conference between the NRC and NNECO representatives on December 7, 1987.

i- RTD Bypass Elimination Licensing Report Item Is the'feedwater venturi cleaned at the beginning of every cycle? If the venturi is not cleaned prior.to the calorimetric flow measurement because no fouling-is detected, an error component should be added.

Response

Prior to the start of each cycle, the venturis will be verified to be

-clean.by performing a visual inspection (borascope, photography, etc.)

through inspection ports installed during t' .s refueling outage and cleaned when necessary. If the venturis are not cleaned, an additional 0.1 percent will be added to the total reactor coolant flow measurement uncertainty. Technical. Specification Sections 4.2.3.1.6 and 4.2.3.2.6 will be revised to reflect the above commitment and submitted to the NRC for approval.

Response

During Cycle 2 start-up, NNECO will collect the new hot leg and cold leg narrow range temperature measurements at 100 percent power and compare Tavg and AT measurements to the values measured during the Cycle 1 start-up test program.

Response

There is no deviation from the RTD configuration documented in Reference (2) and as clarified in response to Item 5 of Attachment 1 to Reference (3).
