Rubenstein Gentlemen: Enclosed please find comments from the Duquesne Light Company review of the draft Beaver Valley Power Station - Unit No. 2 (BV-2) Technical Specifi-cations issued by the Nuclear Regulatory Commission per the Reference. Each recommended change to the draft also contains a general summary justification statement. If additional justification is needed, this information can be provided and discussed during the upcoming BV-2 Technical Specification review -s meeting which will be held in Shippingport on December 9 - 11, 1986. a. With one or more of the above required spray systems inoperab le , with-in one hour establish a roving fire watch with backup fire suppression equipment for those areas in which redundant systems or components 1, i,

could be damaged, such that the area is checked hourly when the system has to be operable. Restore the system to OPERABLE status within 14 days or, prepare and submit a Special Report to the Commiss ion pursu-i ant to Specification 6.9.2 within the next 30 days outlining the act ion taken, the cause of the inoperability and the plans and sched-ule for restoring the system to OPERABLE status,
