Gentleman:

1:

In our ' letters dated July 14, 1989, and February 7, 1990, we j

iprovided follow-up. reports for NRC Bulletin '08-08,

' Thermal

! stresses in. Piping Connected to Reactor-Coolant Systems" for

-Beaver _ Valley Units 1

and 2 respectively.

In these' letters, we o

stated that we would provide our plans.for a long term ' wolution-to Action Item

'3 of the Bulletin by June 30,

-1990 and that

! temperature monitoring would continue until a long term solution

was. implemented.

i F

We have' investigated several long term solutions including the 1

Lfo11owing:

4 1.

installation of heat tracing on the affected piping to' f

ensure that' the' fluid is kept at a' uniform temperature.

2.'

installation-of-additional isolation valves in series

.with

. existing. valves. along potential leak paths to L

minimize.the amount of leakage possible.

l.r 3.

piping or valve modifications to reduce the.section.of

?"

unisolable. _ branch piping that could be affected by I

stratification.

!1

The Electric Power Research Institute (EPRI) har also Wi

. initiated

. Research Program' RP-3153 to study thermal stratification,.' cycling. and striping -(TASCS).

This program will L

-develop guidelines for. design, analysis, and plant operations to address-or mitigate the effects of TASCS.

This program is I

expected to be complete.in mid 1992.

Thus far we have-not detected any conditions which warrant additional NDE.or analysis.

We will contine,< to monicor the I

temperature in the affected'11nes and evaluete the results.

These

results, along With the results of the EPRI program and actions successfully implemented at other plants, will form the basis for our long term solution.. We will notify the NRC of our plans for a long term solution before discontinuing temperature monitoring.

i If you have any questions concerning. this matter, please contact my office.

Very truly yours,
