In Section 7.2.2.5 of the Beaver Valley Power Station Unit No. 2 (BVPS-2) Safety Evaluation Report (issued as NLREG-1057), the P-9 interlock which initiates reactor trip upon turbine trip was specified to be a maximum value of 50% power level. Attactinent 1 provides an analysis addressing the feasibility of renoval of the direct reactor trip upon a turbin:: trip at 70%

power for BVPS-2.

The analysis was done principally to show that the pressurizer PORVs would nonnally not open during the transient. Results of the analyses show that the plant design is such that a turbine trip without a direct or immedi-ate reactor trip represents no hazard to the integrity of the RCS or the main stean systen. Pressurizer safety valves and stean generator safety valves have adequate flow capacity to limit the maximan presaures to within 110% of systen design pressure. The analysis also denonstratas that for a conplete loss of forced reactor coolant flow initiated fran the most adverse precondi-tions of the turbine trip, the DNBR does not decrease below 1.30 at any time dur ing the transient. Thus, rio fuel or clad danage is peedicted, and all applicable acceptance criteria are met.

Therefore, DLC believes that the analysis discussed in the attachnent justifies the increase of the setpoint fron 50% to 70% power level for reactor trip upon a turbine trip for BVPS-2. This analysis also provides the basis for 70% setpoint value listed for the P-9 interlock in Table 2.2-1 of the BVPS-2 draft Technical Specifications issued to the NRC in References (a) and (b) . i 1
