In a meeting on May 14, 1987, the NRC requested that additional informa-tion on the operability and testing of the control room isolation on high radi-ation and high chlorine be added to the Beaver Valley Unit 2 Final Safety Analysis Report (FSAR). The information provided in Attachment 1 to this letter will be added to Chapter 16 of the Beaver Valley Unit No. 2 FSAR in a future amendment.

Duquesne Light Company understands that the inclusion of this information in the FSAR closes the Technical Specification discussion regarding the control room isolation testing.

ATTACHMENT To aid in the clarification fo the Beaver Valley Unit 2 Technical Specifi-cations, the following information is provided. The Technical Specifications define OPERABLE - OPERABILITY as a system, subsystem, train, component or device being capable of performing its specified function (s). Implicit in this definition shall be the assumption that all necessary attendant instrumenta-tion, controls, normal emergency electric power sources, or auxiliary equipment that are required for the system, subsystem, train, component or device to perform their related safety function (s) are included. This includes the associcated automatic actuation logic, actuation rel ays , including shared relays, and/or master relays and slave relays. The operability of all auto-matic actuation logic, actuation relays, and/or master and slave relays associ-ated with automatic control room isolation on high radiation and high chlorine are thus included in Unit 2 Technical Specification Limiting Condition of Operations 3.3.3.1, 3.7.7.1 and 3.3.3.7 respectively.

The chlorine protection actuation logic including master relays shall be demonstrated OPERABLE in accordance with the surveillance (4.3.2.1.1) in the Beaver Valley Unit 2 Technical Specifications such that each logic train is tested monthly on a STAGGERED TEST BASIS. The slave relays will be tested quarterly in accordance with the surveillance (4.3.2.1.1) in the Beaver Valley Unit 2 Technical Specifications. The high radiation actuation relays, includ-ing shared relays, shall also be demonstrated OPERABLE on a quarterly basis.

Since the high chlorine slave relay testing and high radiation actuation relay testing will result in the complete actuation of the ccntrol room bottled air system, the air bottles may be isolated for up to 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> to accomplish this testing. The above described control room isolation testing shall not use jumpers to prevent operation of Unit 1 and Unit 2 relays downstream of the control room area radiation monitors. The status of the system shall be entered into the Bypassed and Inoperable Status Panels of both Units when components are placed in positions which render the system inoperable during d

testing. Appropriate verifications procedures shall be utilized to ensure the system is returned to operable status at the end of testing.
