Beaver Valley Power Station Unit No. 2 Docket No. 50-412 Information on Technical Specification Changes Gentlemen:

As part of the effort to finalize the Beaver Valley Unit No. 2 Technical Specifications, the following information is provided:

1) Table 6.2-60 of the FSAR for Containment Isolation Valves, has been revised to change all air operated valve stroke times (except for the inside containment isolation valves for penetrations no. 28 and 53) from 10 seconds to 60 seconds. This change is provided in FSAR Amendment No.16. We therefore request that Table 3.6-1 of the Technical Specifications be revised accordingly. These revised times are consistent with the maximum containment isolation times set by the offsite dose calculations. In addition there are some motor operated valve stroke times in FSAR Table 6.2-60 that are not consistent with the current draft Technical Specifications valve stroke times as listed in Table 3.6-1. The FSAR wilI be revised in Amendment No . 17 to be consistent with the Technical Specifica-tions.
2) DLC will submit for your review and approval, prior to receipt of the Full Power License, a Turbine Overspeed Reliability Assurance Program similar to the program submitted by the Alabama Power Com-pany for the Farley Nuclear Plant. This program will be incorpora-ted into the FSAR in a future amendment.
3) A Solid State Protection System circuit modification to correct the potential for an undetectable failure of the Online Testing Circui-try (as discussed in the Beaver Valley Unit 2 SER page 7-19) has been completed. DLC therefore requests that the slave Relay Actu-ation testing requirenent be revised to quarterly testing from the current monthly requirement, 8705040194 870424 (

4) The Hydrogen Recombiner Discharge Containment Isolation Check Valves 2HCS-119 and 2HCS-120 have been deleted from the containment isolation valve list' and valves 2HCS-110 (penetration 88) and 2HCS-111 (penetration 87) will be included as outside containment isola-tion valves. This change is consistent with the design of the recombiner suction piping and has been analyzed per MEB 3.1 and found acceptable. These changes are described in FSAR Amendment No. 16. Table 3.6-1 of the Technical Specificaton will require a revision to reflect this change.

5) To meet the intent of Regulatory Guide 1.133, surveillance require-

' ments for the Loose Parts Monitoring Systems (LPMS) will be incor-porated into the Beaver Valley Unit No. 2 FSAR as an alternative to including the LPMS into the Technical Specifications. The FSAR will be revised to state that the LPMS will be calibrated every 18 months and a spectrum analysis conducted monthly. A channel test will be performed at least once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to ensure operability.
