Thin letter responds to the NRC staf f requent that Duquonne Light Company (DLC) attest to the accuracy of the final draft copy of the Boavor Valley Power Station Unit No. 2 (BVPS-2)

Technical Specifications (Reference 1) and additional pago changon to the final draft oubmitted in Referenco 2.

The accuracy of the DVPS-2 Technical Specifications has boon established through an extensive and integrated developmental and review proccan.

This procono involved reviews by DLC, NRC, and cortified reviews by Stono and Webster and Wootinghouse personnel.

The considerabic experience that DLC has acquired in the cloven year operation of Boavor Valley Power Station No.1 (DVPS-1) also contributed considerably in the development and review of the BVPS-2 Technical Specificationn.

Liconaco personnel and conior management pornonnel from both Boavor valley planta woro extensively involved in the review procesa of the BVPS-2 Technical Specifications.

Modeling the BVPS-2 Technical Specifications to be similar to the BVPS-1 Technical Specifications, whero poonible, also provided a good referenco standard to judge the DVPS-2 Technical Specificationn and promoted accurato intogration of the BVPS-2 Technical Specificationn into many of the provon proceduren and programa already established for DVPS-1.

United States Nuclear Regulatory Commission Technical Specification certification Page 2 docketed letters and Final Draft Technical Specification comments submitted to the staff.

Futhermore, DLC is not aware of any conflicts, other than those previously identified between the BVPS-2 Technical Specifications and the NRC staff's SER analyses.

Based on discussions with the staf f during the Technical Specification development process, it in Duquesne Light's understanding that the identified conflicts have been resolved.
