Duquesne Light Company has recently received additional information regarding the turbine overspeed Technical Specification open item for Beaver Valley Unit 2. Enclosed please find a copy of the Westinghouse transmittal which describes the essence of the discussion held between DLC, NRC and Westinghouse on May 22, 1987. This information justifies and supports the DLC position that monthly surveillance testing is appropriate for the Beaver Valley Unit 2 turbine.

Dear Mr. Kline:

This letter is in response to the telephone conversation on May 22, 1987, between representatives of Duquesne Light Company, the NRC and Westinghouse concerning the turbine valve testing frequency. Mr. Frank Orr, NRC representa-tive, requested the methodology used to arrive at the monthly testing interval recommended by Westinghouse for the type valving on the Beaver Valley sites.

The monthly testing recommendations were issued through the Steam Turbine Generator Information Manual leaflet CT-24039, June 1953, Revision 1, "Recom-mended Testing Frequency for Steam Admission Valves of Nuclear Turbines with -

Steam Chests" (attached). The NRC was informed of these recommendations in James A. Martin's letter dated January 13, 1984, to Mr. John O. Shiffgens, Materials Engineering Branch.

As stated in this leaflet, the recommendations for testing the turbine valves monthly was .ased on review of Westinghouse turbine and component field incident records and the 1982 survey of utility nuclear units concerning opera-tion of the turbine valves and control system including the protective systems.

A comparison was also made between those reporting weekly and monthly testing.

The collected data on operating experience and malfunction was used in the statistical analysis performed for the specific units, Alabama Power Farley Units 1 and 2, presented in HCAP-10161, " Evaluation of Impact of Reduced Testing of Turbine Valves." The operating experience was later updated for use in performing the statistical analysis presented in Westinghouse Topical Re) ort HSTG-3-P July 1984, " Analysis of the Probability of a Nuclear Turbine Reac11ng Destructive Overspeed.
