During the Staff Review of the Beaver Valley Unit 2 Technical Specifica-tions, the staff requested additional information concerning several values previously revised in the FSAR and incorporated into the Technical Specifica-tions.

These values included:

1)

Use of at 7% AI band 2)

A 2.32 Fq limit 3)

A 0.3 FAH multiplier The attached letter (DMW-D-6020) documents that these revised values were used in the safety analysis for Beaver Valley Unit 2 and justifies the use of these values in our Technical Specifications.

The purpose of this letter is to formally document the telecon held between members of Duquesne Light Company, the Nuclear Regulatory Commission, l

Westinghouse NTSD Licensing and Westinghouse NFD Core Design on May 22, 1987 and to provide follow-up confirmation relative to that discussion. The topic was NRC concern over several values in the proposed Beaver Valley Unit 2 Technical Specifications. The values of concern which are currently in the proposed tech specs are:

f-1) the +/- 7% AI band without APONS requirements; l

I 2) the 2.32 Fq limit; 1

3) the 0.3 F-A-H multiplier (which is considered in the generation of the l'

safety limit curves and in the over temperature AT (OTAT) calculations).

The NRC question arose because the utility documentation from several years i

l ago showed different values (+/- 55 AI band, a 2.18 Fq limit, and a 0.2 I,

F-A-H multiplier). Since that time, analyses modifying those values were performed, including safety analyses done by Westinghouse NFD Core Design, Westinghouse NFD Thermal-Hydraulics, Westinghouse NTSD Transient Analysis and Westinghouse NTSD Safeguards Analysis for Beaver Valley Unit 2 Cycle 1.

The analyses reflecting the current Technical Specification values for these parameters are shown in the 8VPS-2 FSAR.

In addition, the NRC issued final draft Technical Specifications containing I

these parameter values were reviewed by the above mentioned functional groups. The review indicated that the current Technical Specification parameters are derived from analyses and evaluations included in the BVPS-2 FSAR. This review conclusion is documented in Reference 1.

Kline May 27, 1987 DMW-0-6020 NS-PL-14898 To satisfy NRC concerns, Westinghouse again confirms that the +/- 75 AI band without APDMS requirements, the 2.32 Fq LOCA limit and the 0.3 F-A-H multiplier were used in the safety analyses for Beaver Valley Unit 2, Cycle 1 and that the plant satisfies all safety criteria.
