o NOTICE OF VIOLATION South Carolina Electric and Gas Company Docket No. 50-395 V. C. Sumer License No. NPF-12 EA 87-07 During the Nuclear Regulatory Comission (NRC) inspection conducted on Novemter 20-21, and December 16, 1986, an NRC inspector reviewed-the circomstances associated with a violation identified by the licensee and reported to the NRC. The violations involved an overexposure to the skin of one hand of a licensee employee. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the g violations are listed below:

A. 10 CFR 20.101(a) states that no licensee shall possess, use, or transfer licensed material in such a manner as to cause any individual in a restricted area to receive in any period of one calendar quarter from radioactive material and other sources of radiation a total occupational dose in excess of 18.75 rems per calendar quarter to the hands and forearms; f feet and ankles (extremities). L Contrary to the above, on November 7, 1986, an individual who worked in the Fuel Handling Building, a restricted area, received an absorbed dose of about 420 rad to 1 cm2 of the skin of one hand resulting in a total occupational dose for the calendar quarter in excess of 18.75 rems to the hand.

B. Technical Specification 6.11 requires that procedures for personnel radiation protection be prepared consistent with the requirements of 10 CFR Part 20 and be approved, maintained and adhered to for all operations involving personal radiation protection.

Contrary to the above, the licensee failed to have procedures prepared consistent with the requirements of 10 CFR Part 20, in that, no licensee procedure adequately addressed the methodology for determining the dose to the skin due to high levels of skin contamination or notification of licensee management of significant contamination events.

This is a Severity Level III problem (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, South Carolina Electric and Gas Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the m "S!N'4h' G

b Notice of Violation results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
