Dear Mrs. Drey:

In response to your letter, I have enclosed NUREG/CR-5009, "Assessment of the Use of Extended Burnup Fuel in Light Water Power Reactors." This report reviews the environmental and economic impacts associated with the use of extended burnup fuel in light water power reactors.

The report concludes that environmentally, this burnup increase would have no significant impact over that of normal burnup. The report addresses changes in fuel enrichment, refueling frequency, radionuclides contributing to environmental impacts, and many other items that may be of interest to you.

The report does not discuss a power uprating of 4.5 percent, because this is a Callaway. specific issue. Prior to granting the power uprating at Callaway, the NRC issued an environmental 43sessnent dated February 17, 1988, which you should have a copy of since you're on our mailing list. That assessment states that the NRC-approved Final Environmental Statement (FES), as amended, has already addressed plant operation up to a stretch NSSS power rating of 3579 Megawatts-thermal (MWt).
