MAR 2 71997 CONFIRMATORY ACTION LETTER Docket No. 50-255 Consumers Power Company ATTN: Dr. F. W. Buckman Vice President Nuclear Operations 212 West Michigan Avenue Jackson, MI 49201 Gentlemen:

This is to acknowledge your letter dated March 26, 1987, stating that all pre-start commitment actions have been completed and that certain other actions will be completed by you during startup and power operation of the Palisade; plant. Your letter also documents completion of the actions contained in our May 21, 1986, Confirmatory Action Letter (CAL). With regard to the actions to be accomplished during startup and power operation, you state that you will:

1. Notify the NRC Region III office of the status of the commitments during power ascension (these commitments are outlined in the attachment to your March 26, 1987, letter).

2. Notify the NRC Region III office prior to leaving the power ascension levels of 30%, 60%, and 80% reactor power.

3. Limit service water inlet temperature to 53 degrees F or less until an analysis to exceed that temperature has been submitted to and approved by the NRC.

With regard to the May 21, 1986, CAL, the plant was immediately brought to cold shutdown to satisfy item 1. Item 2 required that you take a series of actions prior to restart of the plant. Items 2a through 2c required that you complete an investigation into the causes and implications of the May 19, 1986, trip, tharoughly investigate plant safety and balance of plant systems important to safety and brief the Regional Administrator on the results of your investigations and corrective actions. You promptly initiated an investigation and subsequently initiated a series of corrective actions.

These were described in written submittals dated July 3, 1986, December 1, 1986, January 21, 1987, and January 28, 1987, and were discussed at management meetings in Glen Ellyn, Illinois on June 6, 1986, June 20, 1986, December 7, 1986, and February 20, 1987, and at NRC Commission meetings held on January 14, 1987, ,

I and March 20, 1987. These actions have satisfied the commitments of items 2a through 2c. l Item 2d required that you obtain approval of the Regional Administrator prior to restart.
