I am responding to your letter to Senator Riegle dated September 8,1993.
The response to your concern about the local public document room has been forwarded to Senator Riegle's Western Regional Office in our letter dated November 18,1993 (copy enclosed). The technical information you requested is addressed herein.
Based on your letter and our telephone discussion on November 2 regarding the information you needed, I am enclosing the following documents for your use.
1.
The gaseous effluents comparisons for both pressurized water reactors (PWRs) and boiling water reactors (BWRs) from 1970 to 1989.
2.
The liquid effluents comparisons for both PWRs and BWRs from 1970 to 1989.
3.
The Palisades gaseous effluents from 1986 through 1992 and its comparisons to the Maximum Permissible Concentrations (MPCs) set forth in Table II in Appendix B to 10 CFR Part 20.
4.
The Palisades liquid effluents from 1986 through 1992 and its comparisons to the MPCs set forth in Table II in Appendix B to 10 CFR Part 20.
5.
The Big Rock Point gaseous effluents from 1986 through 1992 and its comparisons to the MPCs set forth in Table II in Appendix B to 10 CFR Part 20.
6.
The Big Rock Point liquid effluents from 1986 through 1992 and its comparisons to the MPCs set forth in Table II in Appendix B to 10 CFR Part 20.
At Palisades Plant, the gaseous effluent samples are obtained from the plant stack adjacent to the containment and analyzed to ensure it is within the MPC at a minimum frequency of approximately once per week. The liquid effluents are sampled from the miscellaneous waste storage tank and analyzed, at a minimum frequency of approximately once per week, to ensure its compliance with the MPC limits, and are released to the mixing basin approximately every 3 months.

I am responding to your letter of October 20, 1993, with regard to the correspondence from your constituent, Ms. Corinne Carey, dated September 8, 1993.
A member of my staff reached Ms. Carey by telephone on November 2, to seek clarification of her letter. Now that we have a better understanding of her request, the NRC staff is preparing a response to Ms. Carey; that response will be forwarded to her under separate cover, and a copy will be sent to your regional office.
With respect to Ms. Carey's concern about the local public document room (LPDR), the U.S. Nuclear Regulatory Commission (NRC) relocated the Palisades LPDR from the Kalamazoo Public Library (KPL) to Hope College, Holland, Michigan, in June 1985. KPL asked the NRC to move the Palisades LPDR elsewhere because the library lacked adequate space and supporting staff. We selected the Hope College library because of its available space, staff, and extended hours of operation.
While the NRC has historically tried to locate LPDRs as near to the plant site as possible, there is no requirement that an LPDR be located within 30 miles of the nuclear power plant.
If a particular LPDR is not equipped to provide a requested service, the LPDR librarians and patrons may use a toll-free telephone number to request assistance and information from the NRC LPDR staff in Bethesda, Maryland.
