Gentlemen:
This refers to the special physical security inspection conducted by
Mr. B. Drouin of this office on March 20-30, 1987, of activities at
Palisades Nuclear Plant authorized by NRC Operating License No. DRP-20
and to the discussion of our findings with Mr. H. Cooper and other members
of your staff on March 24, 1987.
The purpose of the inspection was to review the circumstances concerning the
identification of an opening in a physical barrier. We determined that plant
management and Security Department actions were consistent with approved
security plan requirements.
On March 30, 1987 our office and your Security
Department representatives agreed to institute compensatory security measures
if certain conditions existed at the opening (refer to Section 3e of Report
Details).
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
No violations of NRC requirements were identified during the course of this
inspection.
Areas examined during this inspection concern a subject matter which is exempt
from disclosure according to Part 73, Title 10, Code of Federal Regulations,
Section 73.21(c)(2). This information must be handled and protected in
accordance with the provisions of 10 CFR 73.21.
Consequently, our report
of this inspection will not be placed in the NRC Public Document Room.
