. On July 22, 1994, *Consumers Energy informed the NRC that this modification was not complete and thatthe project would be reviewed to re-assess the need for the modification. In LER 96-011, dated August 29, 1996, a commitment was made to evaluate whether automatic switch-over of the. CRHVAC to emergency mode is needed

(DRS), dated October 30, 1996, a new commitment was made to complete the

  • modification to automatically switch-over the CRHVAC to the emergency mode.

During the design efforts to implement the modification, Consumers Energy determined that there were design aspects that had not been fully recognized and that the committed changes may not be justified. This resulted in the investigation of alternate solutions that led to a re-analysis of the applicable accident scenarios. It was determined that the modification to provide automatic switch-over of the CRHVAC to the emergency mode was not required to maintain operator exposures within regulatory*

limits. The re-analyses showed that alignment of CRHVAC into the emergency mode to mitigate the effects of an accident are not necessary until more than 20 minutes from the event initiation. This time period is sufficient to permit manual switchover of
