Thank you for your submittal of Revisions 6 and 7 of your Quality Assurance Topical Report CPC-2A, and the proposed quality assurance program changes described in your letter dated January 15, 1988.

We have reviewed the changes contained in Revisions 6 and 7 of your Topical Report and have discussed the changes relative to calibration control for measuring and test equipment and for installed plant instrumentation with Messrs. T. Bordine and K. Marbaugh of your staff on February 3 and 6,1988.

We find that your revised topical report continues to satisfy the requirements of 10 CFR Part 50, Appendix B, and is' therefore acceptable.

In your January 15, 1988 letter, you requested that the Enhanced Performance Incentive Program be extended to all programs at both plants. Messrs. M.

Phillips and T. Vandel of my staff discussed this proposal with Messrs. T.

Bordine, K. Marbaugh, and J. Slade of your staff on February 19, 1988 and reached the following agreements:

1.

The proposed QA program revisions are approved on an interim basis pending final evaluation of the effectiveness of program implementation.

2.

The program will not be used as the basis to reduce existing QA/QC staffing.

We view the concept of an incentive-based program very positively.

Your intent to devote your resources to focus on areas where performance is relatively poor while rewarding good performing plant departments reflects a prudent management philosophy which we fully endorse.
