T. Palmisano General Manager 27780 Blue Star Memorial Highway Covert, Michigan 49043-9530 Gentlemen:
This will acknowledge receipt of your letter dated September 4,1996 and your check for $50,000 in payment for the civil penalty proposed by NRC in a letter dated August 13, 1996.
Your corrective actions will be examined during future inspections.
Your response indicated that modifications to motor-operated valves (MOVs) that are susceptible to the failure mechanism identified in Information Notice 92-18, will be completed;by the end of the 1998 refueling outage.
The NRC considered that schedule unacceptable. - However, we understand that you have reconsidered your schedule for M0V modification and now have determined that all required M0V. modifications will be completed earlier during the upcoming fall 1996 outage, a schedule that we consider acceptable. We request that you provide an additional response which confirms the new schedule for MOV modification completion.
