This is in response to your letter of March 4,1987, which transmitted a change to the Palisades Plant Site Emergency Plan. The specific plan change involved a revision of Appendix A, Agreements with Off-Site Individuals, Agencies, and Organizations. We have reviewed this change and noted that actual copies of Letters of Agreement are no longer part of Appendix A.

Instead, a list of these support agencies is maintained in the plan, while the actual. letters are maintained under separate file at the plant.

We have determined that with this change, the plan is still consistent with the requirements of 10 CFR 50.54(q) and would not decrease the effectiveness of your plan if put into effect.

Please be reminded that 10 CFR 50.54(q) requires prior NRC approval of any changes to your plan which may decrease the effectiveness of the plan.

However, if your safety review assures no decrease in emergency preparedness effectiveness, then changes to the plan may be made and implemented without prior NRC approval.

In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to
