Licensing February 11, 1999 U.S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT SEVERE ACCIDENT MANAGEMENT GUIDELINES IMPLEMENTATION In letters dated April 26, 1995, and July 29, 1997, Consumers Energy committed to implement the formal industry position on severe accident management at the Palisades Plant by December 31, 1998.

Consumers Energy used the ABB/CE Owners Group, "Generic Accident Management Guidelines" to develop site specific Palisades Severe Accident Management Guidelines. These Palisades specific guidelines were developed in accordance with the Nuclear Energy Institute document NEI 91-04, Revision 1, "Severe Accident Issues Closure Guidelines." All implementation phases of the severe accident management initiative were completed as of December 17, 1998, including the following actions:

1. The guidelines have been developed to include insights from the Individual Plant Examination (IPE). No additional insights (beyond the IPE) were identified during the IPE for external events (IPEEE).
2. Initial training has been given to Emergency Response Personnel.
3. Mechanisms are in place for periodic self assessments and for including updated information (e.g., from plant modifications or new external knowledge that affects severe accident management).

4. An initial self assessment was performed including a tabletop validation.

Identified changes and enhancements have been incorporated into the guidelines.

These actions address the recommendations of NEI 91-04 for closure of the Severe Accident Management Process. The Palisades Plant has met the NEI guidelines and has established an effective severe accident management capability. Programmatic controls are included to ensure that this capability will be maintained at the Palisades facility.

Assess Palisades severe accident management capabilities in accordance with NEI Report 91-04, "Severe Accident Issue Clos.Lire Guidelines", and make any identified enhancements by December 31, 1998.
