March 18,1999 U S Nuclear Regulatory Commission Documer t Control Desk Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT REQUEST FOR 60 DAY ALLOWANCE WHEN IMPLEMENTING LICENSE AMENDMENTS Palisades currently has four Technical Specification Change Requests (TSCR) in the final stages of the NRC review process. Three of these TSCRs; September 3,1997 Snubber TSCR, June 6,1998 PCS Flow TSCR, and November 9,1998 CVCS TSCR contained a request that they be effective upon approval. While the subject changes are still requested, the conditions which led to their being needed quickly no longer exist. Therefore, we request that the amendments associated with these TSCRs, and with other pending and future TSCRs which do not state otherwise, be issued with an allowance that they be fully implemented within 60 days of issuance.
