Dear Mr. Essig:
Enclosed is one copy of the Final Exercise Report for the Biennial Radiological Emergency Preparedness (REP) Exercise conducted on December 1,1998 for the Palisades Nuclear Power Plant.
State and local organizations, except where noted in the report, demonstrated knowledge of their emergency response plans and satisfactorily implemented them. There were no Deficiencies.
Seven new Areas Requiring Corrective Action (ARCA) were identified during this exercise. Ten prior ARCAs were resolved. Four prior ARCAs remain unresolved.
Based on the results of the December 1,1998 exercise, the offsite radiological emergency response plans and preparedness for the State of Michigan and Van Buren, Allegan and Berrien Counties, site-specific to the Palisades Nuclear Power Plant can be implemented. These plans are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
Therefore, the Title 44 of the Code of Federal Regulations (CFR), Part 350, approval of the State offsite radiological emergency response plans and preparedness, site-specific to the Palisades Nuclear Power Plant, granted on July 6,1982 remains in effect.
