Dear Mr. Bordine:

By letter dated February 20, 1997, you transmitted proposed changes to Revision 17 of the " Quality Program Description for Operational Nuclear Power Plants (CPC-2A)" in accordance with 10 CFR 50.54(a)(3)(ii). The requested changes identified alternatives to previously approved provisions related to lead auditor qualifications 'and annual supplier evaluation. The staff has raviewed the submittal in accordance with 10 CFR 50.54(a) and determt.ad that the proposed changer to CPC-2A are acceptable in that the quality assurance program continues to meet the requirements of 10 CFR Part 50, Appendix B. A copy of the staff's safety evaluation is enclosed.
