NOTICE OF VIOLATIONS f

South Carolina Electric & Gas Docket No. 50-395 V. C. Sumer Nuclear Station License No. NPF-12 During the Nuclear Regulatory Commission (NRC) inspection conducted on September 1-30, 1988, a violation of NRC requirements was identified. In accordance with the "General Statement of Polic ment Actions," 10 CFR Part 2. Appendix C (1988)y , theand Procedure violation for NRC is listed Enforce-below:

Technical Specification 3.3.3.7, Fire Detection Instrumentation, requires that when fire detection equipment is inoperable for a fire detection zone, within one hour establish a fire watch to inspect the zone.

Contrary to the above, on September 6,1988, the licensee failed to identify that RIAC 6 was inoperable after a lightning storm. This resulted in a delay of approximately six days in establishing the required compensatory fire watches for inoperable fire detection equipment in 18 spaces.

This is a Severit/ Level IV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, South Carolina Electric and Gas Company is hereby required to submit a written statement or explanation tc the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, V.C. Summer Nuclear station, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a "Reply to a Notice of Violation" and should include: (1) admission or denial of the violation. (2) the reason for the violation if admitted, the corrective steps which have been taken and the results Achieved, the corrective steps which will be taken to avoid further violations, 3nd the date when full compliance will be achieved. Where good cause is Cr vn, consideration will be gisen to extending the response time. If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be pr0per should not be taken. Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
