This will be used by the NRC in r. viewing submittals regarding Pressure-Terperature (P-T) limits and for analys - that require an estimate of the embrittlement of retetor vessel beltline material. Subsequently, the NRC lesued Ceneric Letter No. 88-11 (Reference (b)) requiring Itcinsees to use the r.ethods described in Revision 2 6.o Regulatory Guide 1.99 to predict the effect of neutron radiation l on reactor vessel materials as required by Paragraph V.A of 10CFR, Part 50, l Appendix C The purpose of this letter is to provide Yankee's response to Generic Letter No. 88-11.

We have evaluated the effect of neutron radiation on the Yanh _uelear Power Station reactor vessel raterials using the rethods described in l Regulatory Culde 1.99 Revision 2. It has been detenmined that substantial benefits will be e,ained, corpared to our existing Technical Specifications, in its use f or adjusting the Appendix C curves. Revised normal operating heatup and cooldown limits will provide additional operational flexibility through ivletentation of Regulatory Culde 1.99 Revision 2.

It is our intent to submit a Technical Specification change within two plant outages in accordance with the bulletin, which will provide the buses for codifications to the Appendix C operating lir.its.
