This is to acknowledge receipt of your letter of March 17, 1987, which transmitted changes to the Callaway Plant Radiological Emergency Response Plan (RERP), Revision 10. These changes, including revised Emergency Action Levels (EALs), identification of the relocated Joint Fublic Infomation Center and Packup Emergency Operations Center in Jefferson City, Missouri, and other organizational changes were infomally reviewed by Mr. James P. Patterson of my staff and reported to you in our letter of March 10, 1987.

This femal submittal, approved and implemented by Callaway Plant and Union Electric management, was reviewed in its entirety by us. We have determined that Revision 10 of your Callaway RERP continues to meet the planning standards of 10 CFP 50.47(b) and the requirements of 10 CFR Part 50, Appendix E.

Please be reminded that 10 CFR 50.54(q) requires prior NRC approval of any changes to your plan which may decrease the effectiveness of the plan. However, if your safety review assures no decrease in emergency preparedness effectiveness, then changes to the plan may be made and implemented without prior NRC approval.

In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V.
