Dear Dr. Mulder:

On November 16-19,1998, the NRC conducted an inspection of your University of Virginia l

Research Reactor (UVAR) facility. The enclosed report presents the results of that

'

inspection.

Various aspects of your operations, safety, and security programs were inspected including

selective examinations of procedures and representative records, interviews with '

personnel, and observation of activities in progress.

As a result of the inspection, one violation was identified. The violation is cited in the >

enclosed Notice of Violation (Notice), and the circumstances surrounding the violation are

described in detail in the enclosed report.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosure will be placed in the NRC Public Document Room (PDR).

If there are any questions concerning this inspection, please contact us.
