'l g 1.0 Purpose This procedura prescribes the format in which the CPSES Engineering Test Procedures shall be prepared, and provides guidelines regarding the scope and content of and the amount of detail to be incorporated in each procedure.

2.0 Applicability This procedure applies to the preparation of all surveillance test procedures required by the Technical Specifications which are assigned to the Engineering Department. This procedure may be applied to the preparation of other test procedures as directed by the Engineering it Superintendent. This procedure becomes effective when issued.

3.0 Definitions 3.1 Engineering Surveillance Test - Those periodic tests and/or inspections of safety-related equipment mandated in the Technical Specifications and assigned to the Engineering Department as N

prescribed by the Master Surveillance Test List.

3.2 Surveillance Test Procedure - The procedure used to perform an engineering surveillance test as mandated in the Technical Specifications.

] 3.3 Test Verification sheet - One page of a surveillance procedure ji data package which documents supervisory approval of the test results. The Test Verification Sheet may be any sheet of the 3 data package that contains, as a minimum, the required

. information prescribed in section 4.1.7.2.4 of this procedure.

l- 3.4 Data Sheet - Any paper used to document the performance or results of a surveillance test. Data sheets may contain l 4:

automatically recorded data, manually collected data or any l .:

computations or calculations made to arrive at the test results, 4.0 Instructions

! 4.1 Procedure Format - All Surveillance Test Procedures shall contain 3 the procedural elements described below and illustrated in Attachment 1.

4.1.1 Title - Each Surveillance Test Procedure shall have a title page which shall contain the following information:

Procedures shall be clearly stamped

" SURVEILLANCE TEST" on the title page.

ll 4.1.2 Purpose - This section shall state the purpose of the procedure and shall include av identification of the equipment or system that is to be tested. It shall also delineate the specific Technical Specification requirements satisfied by the test procedure.

i 4.1.3 Applicability - A statement of applicability shall be included in each procedure indicating when the procedure becomes effective. As appropriate, a clarification as to the specific piece of eauipment or part of a system to which the procedure applies'may also be included in this section.

4.1.4 Test Summary - A brief description of the test objectives and the methods used to accomplish them shall be provided

i 4.1.5 Acceptance Criteria - This section shall discuss the

acceptance criteria to which the end result must be l
compared to judge the acceptability of the equipment j performance as tested.. Specific acceptance criteria may be prescribed in the Data Sheet (s).

4.1.6 Definitions - Any applicable item that may result in i

misinterpretation of the procedure shall be clearly defined. If there are none, the procedure shall so state.

i 4.1.7 References and Attachments

, 4.1.7.1 References - This section shall provide a list 4

of Technical Specifications, vendor manuals, flow diagrams, electrical diagrams, or other l pertinent documents useful to the performance of the test procedure or referred to in it.

1 Include any other procedure to which reference is made in the " Instructions" section. l i 4.1.7.2 Attachments - This section of the procedure should contain a list of all additional information and documents (i.e. , Data Sheets, computation work sheets, Test Verification Sheet, etc.) pertinent to the test and attached to the procedure. Documents which are properly identified with a form number in accordance with STA-307 need not be designated as attachments.

a 4.1.7.2.1 Attachments shall have a standard heading per Procedure STA-202.

i 4.1.7.2.2 The arrangement of the attachments should be in the same order as their use in the main procedure.

l 4.1.7.2.3 The Data Sheet, which provides a permanent record of surveillance test activity, should follow the general format illustrated in Attachment 2.

' have a Test Verification Sheet. This sheet should follow the general format illustrated in Attachment 3 and shall contain, as a minimum, the following information:

4.1.8 Test Equipment - This section shall provide a list of ,

4.1.11 Prerequisites - This section shall identify those independent actions which must have been accomplished and those plant conditions which must exist prior to the '

l performance of the surveillance test. A statement of the permissable station modes during the conduct of the test shall be included. If the procedure affects permanent plant equipment, a step requiring Shift Supervisor

- notification or permission prior to commencing the test

, should also be included.

4.1.12 Instructions - This section shall contain detailed step-by-step instructions for performing the required .

proper functioning by comparison of either recorded data or computation of results from recorded data to the

4.1.13 Restoration and Ratesting - This section shall contain

i manipulations to return the system or component to the original conditions that existed prior to the commencement

~j of the test. It shall also specify retesting requirements, if applicable. Instructions shall be provided for the return of station equipment under test to control of the Operations Department. If Shift Supervisor notification or permission was recuired to perform the test, a step requiring Shift Supervisor notification of

, test completion should be included.

4 4.1.14 Computation - This section shall provide instructions for the performance of any calculations or data reduction

required to arrive at the end result.

4.1.15 Documentaticn - This section shall contain instructions concerning the review of the test package. The following statement may be used:
