Gentlemen:

This refers to the routine safety inspection conducted by Messrs. B. H. Little

and C. H. Brown of this office from February 7 through April 2, 1988, of

activities at Callaway Plant, Unit 1, authorized by NRC Operating License

No. NPF-30, and to the discussion of our findings with Mr. J. D. Blosser and

others of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as described in the enclosed Notice. The inspection

showed that action had been taken to correct the identified violations and to

prevent recurrence. Our understanding of your corrective actions is described

in Paragraph 2.b of the enclosed inspection report. If you do not agree with

our statement of your corrective actions, you are requested to inform us in

writing. Otherwise, no reply to the violation is required, and we have no

further questions regarding this matter at this time. However, the events

described in Paragraph 2.b are considered avoidable and greater attention

to detail is warranted. We are aware of performance improvement programs

you have implemented, and ask that you continue to focus attention in this

area.

In accordance with 10 CFR 2.790 of the Corrmission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
