SUMMARY

OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON SEPTEMBER 17, 2020 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on September 17, 2020. The purpose of the meeting was to discuss the following two topics regarding Vogtle Electric Generating Plant (VEGP), Units 3 and 4: Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) maintenance update and change to ITAAC Index No. 138 completion methodology.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML20259A474. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. The documents referenced during the discussion can be found at ADAMS Accession Nos. given below:

O. Lpez-Santiago Summary of Meeting:

ITAAC Maintenance Update The NRC staff provided SNC with a draft letter clarifying ITAAC maintenance (ADAMS Accession No. ML20253A289). The NRC staff stated that the letter neither creates nor deletes requirements, rather it provides clarification on how ITAAC maintenance applies prior to submittal of the ITAAC closure notification (ICN).

The NRC staff proceeded with the following clarifications:

The ICN must include information material to maintenance of the ITAAC that arises between ITAAC completion and ICN submission.

Guidance in Nuclear Energy Institute (NEI) 08-01 for ITAAC maintenance after ITAAC completion is applicable prior to the submittal of the ICN.

The flexibility of using ITAAC maintenance guidelines before the ICN is submitted allows the licensee to use alternative tests and analyses to prove that the acceptance criteria are still met, and not necessarily reperform the tests and analyses.

SNC stated they understood these clarifications and noted they would be proposing an editorial change to the draft letter.

Change to ITAAC Index No. 138 Completion Methodology SNC provided presentation material on ITAAC Index No. 138 (ADAMS Accession No. ML20260J593).

SNC stated that with the approval of License Amendment Request 17-043, it could show by calculation that the measured flow rate and coverage provide sufficient heat removal capacity such that the limiting containment pressure and temperature values are not affected. Therefore, this approach would be an acceptable alternative to meeting ITAAC acceptance criteria i) and ii) for ITAAC No. 138.

Regarding the associated Region II inspections, NRCs Vogtle Project Offices Director asked if the inspection planning discussion is already scheduled and if SNC could include the additional testing for ITAAC Index No. 138. SNC mentioned they are closely working with Region II and would plan to support all NRCs inspection needs.

At the end of the meeting, NRC staff identified an issue with the ICN for ITAAC Index No. 760.

SNC stated they would get back to NRC shortly and would take the appropriate corrective actions.

At the conclusion of the discussion for each topic, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
