Dear Mr. Beach:

As a result of the reactivity management concerns involved in the shutdown of Zion Station Unit I on February 21, 1997, Commonwealth Edison (Comed) initiated an investigation into the circumstances and causes of the event. A multidisciplinary team from the Braidwood, Dresden, and Zion Stations was assembled under the direction of i

John C. Brons, Vice President of Nuclear Support. The team's investigation was also observed by representatives of the Institute of Nuclear Power Operations (INPO).

The team has concluded its investigation and has issued its report, "Results of Level I Investigation at Zion Station", dated April 18,1997, a copy of which is enclosed. This report provides the investigation team's findings and conclusions regarding the actions taken during the Unit I shutdown on February 21,1997. The investigation has identified a number ofissues concerning supervisory oversight, communications, and execution of on-shift crew responsibilities.

To address weaknesses in Operations performance, Zion Station has performed an assessment of Operations Department personnel, including both management and union r staff, and has developed an intensive training program to improve Operations performance.

These activities are part of a comprehensive plan to improve performance in Operations, support for Operations, and management systems. We will review this report and (

implement additional actions, as warranted, to address its findings. The NOD is also
